Sen. Robert Wagner. His greatest unreal- ized ambition was to capture the Senate seat his father held for 23 years; he lost to Republican Jacob Javits in 1956. Mr. Wagner's time as mayor was marred by race riots, waterfront and newspaper strikes, police scandals, school boycotts by blacks and a water shortage.

He is credited with getting Shea Stadium built and returning National League baseball to New York, saving Carnegie Hall, keeping the subway fare at 15 cents for 12 years and establishing Lincoln Center. Dinkins said Mr. Wagner's most significant accomplishment was bringing "women and people of color into city government in a real meaningful way." Mr. Wagner is survived by his second wife, Phyllis Cerf Wagner, whom he married in 1975, his two sons and two stepsons. of Skokie; bookseller' of the 1930s, Virginia Daniels, who was known as an intellectual and sold books for the Post Office News Bookstore in the Palmer House.

"Virginia Daniels taught her not to just sell a book to someone but to educate the individual about the book," Mrs. Brill's husband, Allan, said. Mrs. Brill also worked in the 1930s for the Post Office News. She joined Kroch's in 1949 after raising her family.

"Executives as well as rather simple persons depended on her advice for a good book to read," her husband said. Survivors, besides her husband, include a son, George; and a brother. Memorial services for Mrs. Brill will be at 2 p.m. Thursday in Weinstein Brothers Chapel, 111 Skokie Wilmette.

He was 80. "New Yorkers have lost one of the best friends we ever had," Mayor David Dinkins said. Mr. Wagner became mayor in 1954, backed by the Democratic Tammany Hall machine. His three terms as mayor set a longevity record matched only by Fiorello LaGuardia and Edward Koch, and he succeeded in opening the political process to allow blacks and His-panics to emerge in city government.

Mr. Wagner tearfully announced his decision to forsake politics in 1965 to fulfill a promise made to his wife, Susan, who died the previous year of lung cancer, to care for their sons Robert Jr. and Duncan. He tried to return to City Hall in 1969, but finished second in the Democratic primary to Comptroller Mario Procaccino, who in turn lost to John Lindsay. Mr.

Wagner died at his home, apparently of natural causes, said Capt. Michael O'Loughlin of the Emergency Medical Service. He practiced law after leaving office, but kept a hand in politics. In 1972, Mr. Wagner was state chairman for Sen.

George McGovern's presidential campaign and was executive director of the Democratic state committee in 1976. A year later, he became vice chairman of the Port Authority, which operates transport operations and facilities in New York and New Jersey, a position he held until his death. Mr. Wagner also was U.S. ambassador to Spain during the Johnson administration and was Jimmy Carter's envoy to the Vatican in 1978.
